Libia, l’Italia nel mirino di Haftar

La caduta o l’abbattimento di un drone italiano nei dintorni di una base da cui l’uomo forte della Cirenaica coordina gli attacchi a Tripoli mette a rischio la posizione del nostro paese e dei suoi militari schierati a Misurata.
Abbattuto durante una missione di spionaggio sulle loro posizioni come ipotizza il portavoce del generale Khalifa Haftar o precipitato per un malfunzionamento tecnico come ripetono le fonti del Ministero della Difesa italiano? In verità le reali cause all’origine della caduta di un drone italianonella zona libica di Tarhouna contano poco. Quel che più conta, e preoccupa, è invece l’utilizzo politico, propagandistico e strategico che vorrà farne Haftar. Soprattutto se lo trasformerà in un pretesto per minacciare i circa 300 militari dispiegati a protezione dell’ospedale da campo italiano impiantato nell’aeroporto di Misurata.
Il MQ-9 “Predator B”, appartenente al Gruppo velivoli teleguidati del 32/o Stormo dell’Aeronautica militare era partito da Sigonella in Sicilia e operava, secondo quanto comunicato dal Ministero della Difesa, nell’ambito della missione Mare Sicuro. Lanciata nel 2015, all’indomani dell’arrivo dell’Isis nella zona di Sirte, la missione punta a contrastare minacce terroristiche e traffici illeciti garantendo la protezione delle strutture italiane in Libia. Le unità della Marina Militare italiana con a bordo distaccamenti di fanti di marina del San Marco e incursori del Comsubin possono intervenire a difesa delle installazioni petrolifere “off shore”, e venir utilizzate, in caso di necessità, per offrire appoggio ai nostri militari presenti a Misurata.
L’operazione Mare Sicuro, integrata oggi nella Missione bilaterale di assistenza e supporto (Miasit) al governo Serraj comprende, dal 2017, anche le nave appoggio e i circa cento militari che si alternano nella base navale di Abu Sitta a Tripoli per garantire l’assistenza alla guardia costiera libica impegnata nel controllo dei flussi migratori.
A tutto questo s’aggiunge la presenza di un distaccamento di Forze Speciali incaricate di garantire la cornice di sicurezza indispensabile per prevenire o rispondere ad eventuali attacchi ai trecento militari acquartierati nell’aeroporto di Misurata. Una cornice di sicurezza realizzata anche grazie ai droni che accompagnano le ricognizioni “non ufficiali” dei nostri incursori.

Tutto questo nello scenario non facile del conflitto che da aprile contrappone il governo di Tripoli all’Esercito Nazionale Libico (Lna) del generale Khalifa Haftar. In questo contesto il ruolo dell’attuale governo italiano, e soprattutto del premier Giuseppe Conte, non suscita certo le simpatie dell’uomo forte della Cirenaica. Sostenitore, inizialmente, della necessità di un riavvicinamento ad Haftar per evitarne l’utilizzo in chiave anti italiana da parte di Parigi Conte fece di tutto per convincere il recalcitrante generale libico a partecipare alla Conferenza sulla Libia svoltasi a Palermo un anno fa. E di fronte ai capricci di Haftar arrivò a trasformarla in una sorta di teatrino per l’esibizione dell’ambizioso generale.
L’attenzione e l’infatuazione del nostro premier sono andate scemando con l’intensificarsi del conflitto scatenato dal generale convinto, grazie anche all’appoggio di Emirati Arabi ed Egitto, e in subordine di Francia, Russia e Stati Uniti, di poter facilmente conquistare Tripoli. Dopo l’inizio di quella guerra l’Italia, e lo stesso Conte, hanno dovuto inevitabilmente schierarsi con Al Serraj se non altro per difendere i pozzi di gas e petrolio dell’Eni situati nei territori del suo governo e continuare ad esercitare il controllo dei flussi migratori in partenza dalle coste della Tripolitania.
A rendere più complessa la posizione italiana s’aggiunge la presenza dei trecento soldati dispiegati a presidio dell’ospedale campo di Misurata. L’ospedale, aperto nel 2016 con la scusa di garantire assistenza medica ai miliziani feriti durante l’assedio delle Stato Islamico a Sirte non ha più, dal punto di vista di Haftar, alcuna funzione effettiva se non quella di offrire una giustificazione “umanitaria” alla presenza militare italiana. Una presenza interpretata come una dimostrazione di appoggio ad una città-stato capofila delle milizie in guerra con il generale.
Come se non bastasse la “presenza” militare italiana a Misurata comprende anche quelle Forze Speciali utilizzate per reperire intelligence e informazioni sui movimenti delle truppe di Haftar considerate la minaccia più evidente avendo messo a segno varie azioni di bombardamento dell’aeroporto di Misurata. A tutto questo s’aggiunge un particolare non indifferente. La zona di Tarhouna, dove è precipitato il drone con le insegne tricolori, è una delle principale basi da cui l’Lna coordina gli attacchi a Tripoli. Per spiegare la caduta in quell’area così critica le fonti della difesa italiana ipotizzano un malfunzionamento iniziato sulle zone costiere e seguito da un lenta planata verso la zona dell’impatto situata circa trenta chilometri all’interno.

Una versione che non convince Haftar. Non a caso il suo portavoce militare generale Ahmed al-Mismari, fa sapere di attendere una spiegazione ufficiale dal Governo italiano. Ma a quella richiesta già s’accompagnano le dichiarazioni del comandante dell’Lna a Tarhouna Ali Al Khani secondo cui il drone “stava conducendo operazioni di sorveglianza e spionaggio contro le posizioni delle unità dell'Esercito libico in una zona militare ristretta nel quadro di una missione ostile”.
Insomma l’abbattimento del drone rischia diventare il “casus belli” indispensabile ad Haftar per mettere nel mirino i militari italiani presenti a Misurata e contestare, una volta di più, l’imparzialità del ruolo italiano in Libia.
